Saginaw Promise Zone
The Michigan Promise Zone Authority Act, created by the state legislature and signed into law by Governor Jennifer Granholm in early 2009, is designed to serve as a catalyst for economic development and to support local efforts to promise a college education for all students who reside within the boundaries of the Promise Zone school district.

In April 2009, Governor Granholm announced Saginaw as one of ten locations whose Promise Zones application was accepted. Over 125 communities were eligible to become Promise Zones.
